[MAGEEC] [BEEBS] Should energytool.py live in beebs ?

Currently we have the script beebs/src/tools/energytool.py in the
beebs tree.  This loads the python library pyenergy which is not part
of the beebs tree (as far as I can see).

My question is this: Is beebs really the right place for the
energytool script to live?  Would it not be better bundled with the
pyenergy library, even if it's just shipped as "here's an example
script that uses the library" type thing.  A quick look at the script
doesn't feel like there's anything particularly beebs specific about
it.

Does this seem sensible?  Is there any great reason why the script
should remain in beebs?
