[MAGEEC] BEEBS documentation

Hi all,

In preparation for BEEBS v2.0, I have created a first version of the
BEEBS documentation. This is currently pushed to the dejagnu2 branch only.

It is an outline only. I also need to correct some typography (wrong
TexInfo directives). Please feel free to update.
